"KIGALI, RWANDA - Rwanda Social Security Fund (RSSF) has a huge growth potential if millions of unregistered workers are brought on board, research has shown.
In its ground breaking research on compliance levels in membership, the RSSF found out that some 25.3% of employers are not registered with the fund, a number that reflects a good compliance rate but which shows further potential for growth.
Commissioned specifically to measure the compliance gap -number of eligible employers that are not currently registered with the Fund- and the reasons for non-compliance, the researchers compared Rwanda Revenue Authority(RRA) tax payer records against the RSSF employer list to get a measure of eligible tax payers that are currently out of the social protection loop."
